Nope. Mtsensk is southwest of Moscow and just east of Orel in proper Russia. Minsk is the capital of Belarus... quite a bit further west. Whoever called that Shostakovich opera 'Lady Mcbeth of Minsk' made the wrong umption (probably because he forgot how Mtsensk is spelled and just substituted with the much better known Russian city with similar name).
