95 blazer oil cap sucking air???

First thing I would do is change the PCV valve, should be on the penger side valve cover. This could be creating an internal vacuum leak, which could explain the high idle, but it is possible that you have another leak on that motor. The rubber vacuum hoses deteriorate over time and pretty much start eating themselves. Hope this helped.
